- ➤ New Castle County Police said a welfare check turned into a murder investigation on August 14 after officers searched a vacant house on Balfour Avenue where they found 53-year-old Clifton Bailey dead from a gunshot wound—state autopsy confirmed the death as homicide and police ask anyone with information to contact Detective Elwood. FINANCE NEWS
- ➤ Carriers on the Delaware Health Insurance Marketplace filed higher 2026 rates due to federal budget changes + expiration of enhanced Advanced Premium Tax Credits; AmeriHealth Caritas, Celtic Ambetter Health, and Highmark saw increases of about 25% to nearly 35%. Commissioner Trinidad Navarro said the state will work to lower rates if Congress extends the credits, noting that enrollment may decline when the credits end. Deleware State Government

- ➤ Five New Castle County school districts approved split property tax rates this week to lower homeowners' bills and raise rates for commercial properties. - ➤ On August 21, Delaware State Auditor Lydia York released a report showing that the Congo Legacy Center did not properly spend or document nearly half of its opioid abatement grant.
