  • The Delaware State Housing Authority rebranded its single-family mortgage lending program and added new loan options through the Delaware Mortgage Program — offering products like First State and Smart Start for greater homeownership flexibility.   • Delaware’s port board reaffirmed plans to expand the container terminal in Edgemoor after new estimates show the project cost has risen to $669 million, leaving a $185 million gap.   • Transportation officials announced a major traffic shift on northbound I-95 in New Castle County that will begin Saturday evening, April 25.
